Toni Cipriani, who was once the Leone family's go-to wise guy, goes into hiding for a while after killing a made man and then returns to Liberty City. Liberty City is currently in disarray as rival families fight for dominance, and the municipality starts to collapse due to waves of organized crime, political corruption, drug trafficking, and labor strikes. When Toni seeks to bring the city under the Leone family's control, he faces opposition from twisted hitmen, morally bankrupt tycoons, unscrupulous politicians, and even his own mother.
